Our Overview

Launched in 2018 to support the delivery of more rapid, efficient, impactful, and accountable interventions in Syria, COAR Global Ltd. (COAR) is a consultancy purpose-built to operate sustainably in protracted crises and fragile environments. Since its establishment, COAR has expanded geographically and thematically, and has translated this experience into an approach that allows our partners and clients to navigate the world’s most complex environments with intention and impact. Our work enhances the impact, efficiency, and sustainability of interventions while improving risk management, preparedness, and stabilization efforts. COAR disrupts conventions and recalibrates practices to align more closely with on-the-ground realities, enabling policymakers and implementers to devise better solutions in complex, fragile, and high-risk environments.

COAR builds networks where others cannot, and delivers the access, evidence, and insight necessary for our clients and partners to implement accountable, ground-truthed, and data-driven interventions in fragile and high-risk environments. Led by colleagues drawn from the contexts in which we operate, COAR fuses international expertise with hyper-local knowledge and employs a participatory approach that discourages hierarchies, encourages collaboration and fosters disruptive thinking. Our teams map the intricate layers of complexity inherent to crisis-affected contexts, and translate this knowledge into best-practice and solutions. COAR delivers precise and bespoke tools that empower our clients to maneuver efficiently and securely within crisis environments, supporting them in the design and implementation of interventions both appropriate locally and firmly rooted in international methods and standards. COAR increases the value of programmatic approaches by providing comprehensive, compelling, relevant, and rigorous contextual research and analysis.

Mission statement

At COAR, we believe that long-term, real-time contextual analysis is fundamental to effective aid policy and implementation. Without a deep understanding of affected populations and the dynamics that shape the surrounding environment, responses are doomed to remain bureaucratic, and can be measured only by the volume of investment and numbers of beneficiaries served.

COAR seeks to disrupt conventions and recalibrate practices to more closely align with on-the-ground realities. Doing so enables policymakers and implementers to devise better solutions in progressively complex, fragile, and high-risk environments.

COAR increases the value of programmatic approaches by providing comprehensive, compelling, relevant, and rigorous contextual research and analysis. Through local field networks, COAR taps into the voices of conflict-affected populations and aligns outcomes and impact with the stark realities of complex and ever-changing field environments. COAR breaks down silos by focusing on a country, not a sector or funding stream, and therefore sits at the nexus of humanitarian, resilience, stabilization, early-recovery and development programming.

Impact timeline

in 2018

a team of humanitarian affairs experts, conflict analysts, researchers, and programme specialists established the Center for Operational Analysis and Research (COAR). Having experienced the effects of contextual knowledge gaps within the protracted humanitarian and stabilization response to Syria, COAR’s founding members concluded that a new approach was necessary.
